you can do this on any bait fish, sometimes smaller hooks, slow trol.
I use a oster tool for cleaning the guts out of herring that way i dont cut into any of the herring k

When you learn to plug cut your herring perfectly you will be classed as a Master Baiter!
when a salmon hits a cut plug herring, it’s best to pick up your rod & give the fish a couple feet of line then set the hook when he comes back & grabs your bait.
